ANALYSIS OF LIMITATIONS OF THE METHODOLOGY FOR CALCULATING PROBABLE DAMAGE FOR NON-PRESSURE HYDRAULIC STRUCTURES

The article presents a systematic analysis of the limitations of the Rostechnadzor Methodology No. 347 as applied to non-pressure bank protection structures of IV hazard class. It is shown that the scenario framework of the methodology is focused on structures with a pressure front and the formation of a breakthrough wave, which is physically unrealizable for non-pressure structures. An alternative list of 11 accident scenarios grouped by failure genesis (hydrological, geomechanical, seismic, man-made) is substantiated. A modified index method for assessing the condition of structures is proposed with the calculation of an integral coefficient Kcomb, taking into account the combined effect of hydrological, geomechanical and seismic factors. Threshold values of the coefficients are determined and recommendations for interpretation of the results for practical application are developed. The results can be used in improving the regulatory framework and in the practice of operation of non-pressure hydraulic structures of IV hazard class.
