Article Processing Charge (APC) and Waivers

The System Technologies is a peer-reviewed open-access electronic journal. Full texts of published articles are made available immediately to readers free of charge and without mandatory registration.

Payment procedure

Manuscript submission, initial editorial assessment, and independent peer review are free of charge for authors.

After a manuscript has been accepted for publication by the Editor-in-Chief on the basis of independent peer-review reports, an Article Processing Charge (APC) is payable.

 

  • The basic APC is RUB 6,000 (six thousand Russian rubles) per article of up to 10 pages inclusive.
  • An additional charge of RUB 400 (four hundred Russian rubles) applies to each full page exceeding the first 10 pages.
  • A partial page exceeding the stated limit is not charged separately.

The article length is calculated from the final layout prepared by the editorial office and includes the main text, tables, figures, formulae, references, author information, abstracts, and keywords. Before an invoice is issued, the editorial office informs the corresponding author of the final article length and total APC.

What the APC covers

The APC is charged only after acceptance for publication. It covers editorial and publishing preparation of the article, including technical preparation of the manuscript, editorial processing, layout, publication on the journal’s electronic platform, DOI assignment and registration, and provision of open access to the published article.

The journal does not charge separate fees for manuscript submission, initial editorial assessment, peer review, DOI assignment, colour figures, expedited review, or withdrawal of a manuscript after submission.

Full APC waiver

A full APC waiver may be granted to the corresponding author under the Journal’s Recognition Programme for Authors with Demonstrated Scholarly Impact. The waiver covers both the basic APC and any additional page charges.

The corresponding author is eligible for a full APC waiver if, on the date of manuscript submission, at least one of the following conditions is met:

  1. Publications by the corresponding author have received at least 10 external citations according to RSCI/eLIBRARY; or
  2. Publications by the corresponding author have received at least 5 citations according to the Scopus database.

Self-citations are not included. Citations must be confirmed by the relevant database as of the manuscript submission date.

To request a waiver, the corresponding author must submit a request at the time of manuscript submission, including a link to their ORCID profile and, where available, their RSCI/eLIBRARY AuthorID and Scopus Author ID, together with a list of citing publications or an export from the relevant database.

Eligibility is verified by a member of the editorial office who is not involved in peer review or in the editorial decision on the manuscript. The waiver decision is made after peer review has been completed.

Editorial independence

The APC amount, payment status, deferred payment, approval or refusal of a waiver do not influence the independence of peer review, editorial evaluation, or the decision to accept or reject a manuscript. Publication decisions are made solely on the basis of scholarly merit, relevance to the journal’s scope, research quality, and independent peer-review reports.
