Logistics of the Regional Construction Industry: From Digital Gap to Cyber-Physical Environment (on the Example of the Yaroslavl Region)

Abstract

Digitalization in the transport logistics of a regional construction complex develops unevenly. The Yaroslavl Region shows a visible gap between the digitalized design and document-flow levels, where BIM and regional construction management systems are already used, and the physical movement of construction materials, where paper records and visual control are still common. The paper treats this gap primarily as a management problem. Ashby's law of requisite variety and Beer's viable system model are used to examine it. On this basis, a cyber-physical environment for the Quarry — Transport — Construction Site chain is proposed. Its logic is to connect IoT devices, on-board weighing systems and other primary data sources with a common real-time management loop. The practical aspect is illustrated by the case of Vita Quarry LLC, where on-board control was associated with a 15–20% increase in driver productivity and greater transparency of material accounting. At the regional level, the possible reduction in logistics costs is estimated at 15–20%. The proposed architecture can be integrated with the National Digital Transport and Logistics Platform and adapted to regions facing a similar technological gap.
